The cost of homelessness — both for those who experience it directly and for those living alongside rising homelessness — has become increasingly difficult to ignore. Political leaders propose various solutions: public subsidies to help people pay for housing, mental health and substance use treatment, or criminal penalties for urban camping.

鶹ý’s Markets & Morality student organization has invited economist and former Hope professor as a guest lecturer on this topic. His , titled “Ending Homelessness: What Really Works?,” will be held on Monday, October 27, at 7 p.m., at Graves Hall on the Hope campus. The event is free and open to the public.

Phillips – a research professor of economics at University of Notre Dame and the research director at the Lab for Economic Opportunities – will address how controlled trials allow economists and other social scientists to measure the effectiveness of different options being used today to address homelessness. His talk will summarize what’s been learned thus far from these trials, what solutions are proving most effective, and where we need to learn more as homelessness continues to rise.

Markets & Morality is co-hosting this event with the department of economics and business, and co-sponsors Center for Ministry Studies, peace and justice, the pre-law society and the department of political science.
